NEW YORK CITY

NYPD Compstat was co-developed and implemented by Maple and Chief Anemone at the beginning of 1994. Drop in NYC crime was immediate and has continued each year.

The number of murders in New York City in 2005 was the lowest since 1963.

New ORLEANS
New Orleans, a Linder client, proved that the NYPD Compstat success could be replicated elsewhere.

Linder also helped engineer the police recruiting system in New Orleans, which enabled the NOPD to secure 16 times as many officers in 1997 as in 1996 and expand force diversity.  A series of recruitment television commercials directed by John Linder more than tripled applicant inquiries and has been credited with improving racial attitudes in the city as well.

NEWARK
In Newark, the Compstat process was implemented in April 1997. Drop in Newark crime was immediate and has continued each year.

BALTIMORE
In Baltimore, implementation of the Linder crime reduction plan began on May 10, 2000. From that date through the end of the year, murders dropped 31.7% after being up 30.9% that year prior to May 10. Baltimore, which in 1999 was first in murder rate among the nation’s 25 largest cities, reported 262 murders in 2000, down 43 from 1999. It was the first year in over a decade that the number of murders fell below 300; and murders have remained below 300 each year since.

  • From 2000 through 2004, Baltimore led the nation's 25 largest cities in reduction of violent crime, down 37.7% compared to 1999.

ATLANTA
In Atlanta, a Linder client, Compstat (called COBRA there) was launched in early 2003.

  • After a major reorganization of the APD on August 4, 2003 by Chief Pennington, with extensive operational assistance by Linder,
  • the homicide trend reversed from a 21% increase prior to that date to a 22% decrease after that date to the end of the year – a 43-point shift;
  • robbery went from a 3% decrease to a 19% decrease – a 16-point shift;
  • burglary went from no change to a 12% decrease.
  • In 2005, compared to 2002, violent crime was down 27.4%.  Homicides were down 40.8%.  Violent crime in 2005 was the lowest since the early seventies.

LOS ANGELES
In Los Angeles, a Linder client, Compstat was implemented in December 2002.

  • Homicides in 2003 were down 22% after having increased 54% during the previous three years.
  • L.A. led the nation's ten largest cities in 2003 in rate of homicide decline.
  • Violent crime in 2005 was down 41.3% compared to 2002 which capped a three-year increase.
  • Total crime in 2005 was lowest since 1956.
